The final dissemination seminar was held as part of the “Cambodian Port Administrative Capacity Enhancement Project” in Phnom Penh, Cambodia.

As part of the “Cambodian Port Administrative Capacity Enhancement Project” commissioned by the Japan International Cooperation Agency (JICA), OCDI held the “Final Dissemination Seminar” on the 19th of November 2025, in Phnom Penh, the capital city of Cambodia.

 

In order to guide the orderly development of ports and waterways in the future in Cambodia, “The National Port Zoning Development” was formulated, which estimates the macro port cargo demand and the scale of port investment in six zones in Cambodia. In this seminar, the study results were introduced to local governments, port managers, cargo owners, shippers, and waterway transport stakeholders.

 

The Ministry of Public Works and Transport (MPWT) is responsible for reviewing port plans and design documents for port facilities submitted by port developers under the Waterway Transport Law, which was enacted into law in March 2024. In order to ensure that this review process is fully functional, OCDI formulated “Guiding Principles for Port Development Planning” and “Port Technical Standards in Cambodia (English version)” in November 2024. In conjunction with this, “The National Port Zoning Development” was drafted to indicate the macro-level investment needs of ports in the country. In addition, a Khmer version of the “Port Technical Standards in Cambodia” was drafted.

These achievements are expected to promote the development of the ports in an orderly manner in Cambodia.
