OCDI Greetings

Since its establishment in July 1976, the Overseas Coastal Area Development Institute of Japan (OCDI) has built a history spanning nearly half a century during which it has achieved outstanding results and accomplishments in the field of coastal area development in developing countries. We have implemented projects in more than seventy (70) countries and at over 250 ports, including the formulation of port development plans, improvements in the efficiency of port management and operations, and strengthening of administrative organizations. We have also continuously conducted training programs for port-related personnel in partner countries. Through these projects and training initiatives, we have earned the trust of government agencies and engineers overseas and have built a broad network of relationships.

More than four years after the COVID-19 pandemic, the world seems to be drifting without clear direction. The pandemic has dramatically changed the way people communicate. This has come at a significant cost, and in some ways has exacerbated divisions in society. While not necessarily solely attributable to the pandemic's impact, waves of policies that focus solely on a country’s own interests as seen in Trump's approach in the US, the civil war in Myanmar, the Russia-Ukraine conflict, the Gaza-Israel conflict, the Cambodia-Thailand border dispute, and others—all involving divisions, clashes, and conflicts among citizens—have erupted in various parts of the world. Efforts to avoid such geopolitical risks, together with the restructuring of trade triggered by Trump-era tariffs, are now reshaping global supply chains.

At the same time, major trends are reaching ports and coastal areas: progress in digitalization including automation; energy substitution and environmental mainstreaming associated with decarbonization; and better risk management against disasters and other threats. While keeping a close eye on these global trends, OCDI faces many important tasks ahead such as how to best develop, manage, and operate port infrastructure for the purpose of facilitating trade and, ultimately, contributing to world peace.

Fortunately, OCDI brings together outstanding individuals with extensive experience and expertise from diverse fields. This group of specialists — including professionals with experience in shipping, port operations, construction, marine equipment manufacturing, and national and local government administrations — forms a winning team. Through precise analysis based on extensive domestic and international information and data, we are able to address the challenges faced by ports worldwide and have established a system dedicated to solving these problems. What is now required of OCDI is to respond swiftly and flexibly to changes and needs in a creative, yet practical manner. To this end, we also intend to expand the scope of our collaboration with universities, research institutes, private companies, and other partners.

In July 2026, OCDI will mark its 50th anniversary. We will spare no effort to enhance the quality of Japan's international contributions, earn greater trust from developing countries and the world, and further contribute to the policy-driven revitalization of Japan's port and coastal area development. We sincerely ask all of you for your continued support.

About OCDI

OCDI is a non-profit organization established with the authorization of the Japanese Government to undertake various kinds of activities including studies and research for the development of ports in developing countries.

Founded in 1976, OCDI has contributed to the technical and economic growth of more than 80 ports around the world.

OCDI comprises a group of experienced engineers, economists and other specialists from many fields.
It has access to the facilities and staff of the National Institute for Land and Infrastructure Management of MLIT and Port and Airport Research Institute as well as to other concerned authorities and institutions.
And thus OCDI can swiftly organize highly efficient project teams tailored to the development requirements of a specific port.
