Launch of the “Project for the Development of the Master Plan to Transform Sihanoukville Port into a Regional Port and Logistics Hub in Cambodia”

We have launched the “Project for the Development of the Master Plan to Transform Sihanoukville Port into a Regional Port and Logistics Hub in Cambodia.”

The annual container cargo throughput at Sihanoukville Port, Cambodia’s only deep-water port, reached 1.3 million TEUs in 2025. Handling volumes have shown rapid growth, recording a 30% year-on-year increase for two consecutive years and nearly doubling over the past five years. The construction of three new container terminals (NCT1-3) is currently underway, but even once they become operational, cargo demand is projected to exceed handling capacity by the late 2030s. Therefore, it is necessary to consider the future direction of port development at an early stage.

 

This project aims to establish a master plan targeting the year 2050, ensuring Sihanoukville Port functions as a regional port and logistics hub supporting Cambodia’s economic development.

 

Field activities commenced in January 2026. The work plan proposed by the project team (Team Leader: Koichi Miyake, President of OCDI) was approved at the Joint Coordination Committee meeting held on January 29 (Chair: H.E. Peng Ponea, Minister of Public Works and Transport ). Furthermore, a seminar was held on February 2 to widely disseminate information about the project’s approximately two-year activities to government agencies, shipping companies, logistics operators, shippers, and others.

 

Moving forward, we will continue discussions with relevant agencies, including the Sihanoukville Port Authority (PAS) and the Ministry of Public Works and Transport (MPWT), while advancing the formulation of the master plan and compiling recommendations for achieving the objectives.
